Since no negotiations have started yet, nor will they start from what I read, until October at the earliest, things can change. Nobody has yet applied to exit the union, thus they are still in until such time. It's the same with the PM. He has resigned over this, but remains PM until such time a suitable candidate can be found around October he thought. Who knows what may happen. If it goes through, it may be the breakup of the UK, with first Scotland, and then perhaps Northern Ireland voting to leave.
