That has been true for at least two decades now. 8-bit characters on 8-bit character systems get mangled far more than utf-8 characters have been thus far. The true worth of a characters kludge is whether or not any sent characters can be converted to whatever codepage the enduser's application can make use of, mostly for reading. Using the UTF-8 kludge is meaningless in itself since UTF-8 - as well as 7-bit ascii - can be readily identified without a kludge. Not so with any of the 8-bit codepages that I've ever seen.
Bottomline is the CHRS kludge solves nothing but I for one can and do appreciate the effort especially when it correctly identifies the codepage.
