According to FTS-5003 there is no such level for UTF-8. Golded was clearly at fault wrt the standard in it's current form. It got resolved in this echo. I for one see nothing wrong with this mode of operation given that resolution of the conflict with FTS-5003 had nothing to do with any Golded development. I could say the same about Björn's current issues with FTS-5003 and his chosen software. It is obvious that the real issue is with everyone's interpretation of levels with respect to FTS-5003 and this appears to be the correct forum to deal with these issues.

From discussion and troubleshooting the incorrect usuage of the UTF-8 kludge with respect to FTS-5003. According to FTS-5003 the only correct CHRS kludge for UTF-8 is "CHRS: UTF-8 4". Level 2 is not an option and usuage of it with UTF-8 messaging could easily be interpreted as corruption of FTS-5003.
