Bingo!!! That is the same one Janis replied to successfully despite that the 8-bit cp437 characters don't have the same code as latin-1. A scan of your reply shows "text/plain; charset=iso-8859-1" and are indeed the corresponding characters sent as cp437.

That makes perfect sense to me. Good thing you're not in Russia though. Also if I had put in valid 8-bit cp437 characters that don't have a latin-1 equivalent it would have screwed up as badly (grunged) as the 8-bit cp866 Russian text did.
