No it doesn't. I don't use iconv to tell me anything. I do know that it isn't utf-8 but instead an 8-bit character set. They most definetly aren't utf-8 characters and is obvious to my reader.

The Møøse doesn't nëëd help from an obsoleted system that lacks the required characters to properly spell Møøse. The Møøse isn't as nëëdy as you seem to think.
