Wrong.  It will be about the flaws in the implimentation of the CHRS kludge in fts-5003.

No such echo exists here and I seriously doubt that it would be on-topic since the REAL issue isn't UTF-8.  That is only part of the REAL issue and from this angle it appears that it *should* be prefectly on-topic in FTSC_PUBLIC.
