Just checking datetime stamps and the currently broken TZUTC scheme. This post doesn't strip the '+' character from the offset. The following one will.
The reason for this test is that I've noticed that NOBODY is getting it right and thought this should tell the tale as for even bothering with offsets, nevermind broken DST's out there. Truly sad.
