So basically what you are saying is that fts-4008.002 and fts-5003.001 in their current form are defacto standards above reproach despite the fact that it can be demonstrated that a simple edit would be the simplest fix with respect to well established and used real world standards for the breakage they currently represnt?

I don't have to. It was done over 30 years ago as far as timezones are concerned. As for character sets, the current published FTSC document should be totally ignored since it is seriously flawed compatibility-wise. I suggest that any software author following that particular 'standard' has far worse issues than any FSP that I could write could properly address, especially with respect to utf-8 standards as published by the Unicode Consortium. As for the rest who cares? All that was broken right out of the Gates (<- pun intended).
