How about NOWHERE else since dropping the '+' character is verboten where it applies. It definetly falls under the 'data corruption' category as it is currently written and practiced by certain broken software that buys into this currently published format. Any serious programmer ought to question that particular behavior.

Bad example in the case of acceptable practices for utc offsets as by ALL published standards that pertain to utc offsets. Please point out any credible reference that states that it is okay to drop the '+' character please.
