What library? As I said, it is not in the documents library at ftsc.org -- which ought to be the official repository for all ftsc documents. The FSP documents there skip from 1029 to 1032, and there is no document there of any flavor with 1030.

I have looked at that document, and what it seems to be talking about is kludges of various sorts at the transport level. It does not proclaim a standard for what character set can be used in the internal message but only how to indicate what is used.
