Correct is the wrong word. Change is the right word. BjФrn wanted to change his ballot, not correct a mistake.
In this situation, no one was attempting to change their ballot. Both RC17 and RC14 clearly were casting a NO vote for 2:203/2. They never changed that vote nor any other. You disallowed their vote because of a perceived insult, which never should have been a valid reason.
