Yes, BBBS provides a telnet mailer interface which operates as Nick and you mention. It is a mailer interface, not for users, though it does also provide a telnet user interface for access to the bbs itself as well.
FrontDoor mailer under OS/2 also allows mailer telnet connections, so there are a few mailers that do this.
