It is not _always_ know beforehand, even how the electorate will vote. Granted some great statisticians like Nate Silver (if you don't know who he is, you should read about him) can tell you who is going to win if you pay attention, but otherwise, no, it is not always a given, and even then, you cannot call what you describe as public knowledge of your own vote :)
