That has little to do with it. All he requires is utf-8 fonts, and an editor that understands the codes and uses the utf-8 fonts. Even DOS could do this given someone who can read REAL standards and can impliment them. All languages can be expressed in utf-8 in DOS given they are all 16 bit or less (7 bit for REAL ascii and not the bogus ibm ascii).
