Actually "8-bit brains" but just the wrong 8 bits. They do get the 7 bit ones right.

After visiting your site way back when I was convinced we are on the same wavelength ... more or less. My Russian is extremely poor compared to your English.

I don't have to. All my terminals are utf-8. Works like a charm and when needed I can readily call up 'iconv' to handle the rest.
I am greedy and utf-8 is the default on my local machines. I don't mind the extra byte where needed.
