The FTSC documents current practice in FidoNet. The PING and TRACE flags were implemented this way by ZC2, followed shortly by ZC1. Personally, if the length of the flags were a serious issue, they could easily be shortened to PNG and TRC, but this would have to be done by the *Cs, not directly by the FTSC.
