personally speaking:
1. i believe that the entire vote should be thrown out and performed again... this time using the nodelist spelling of all nominees so as to completely avoid the character set problem seen from more than one system trying to use non-ascii characters.
2. specific rules need to be set regarding voting for one's self. history aside, fix this problem one way or the other... once and for all.
3. specific rules need to be set regarding what constitutes a vote and what constitutes a ballot. current wording seems to indicate that they are different in some cases and yet the same in other cases. recent NAKs were issued based on a vote having already been cast yet each ballot contains multiple votes.
4. specific rules need to be set to determine if casting a ballot is the same as casting a vote or if the individual entries on the ballot are the votes. see #3 above.
5. specific rules need to be set for allowing ballots to be recast and under what circumstances they should be allowed or denied as well as how many one may cast to correct an error on the ballot.
6. specific rules need to be set denoting exactly what is used to determine who may cast a ballot, what exactly is used to denote who a candidate it, and what methods may be used to show which candidate is being indicated in a vote line on the ballot. eg: name or node number or both or ballot line number or etc...
7. perhaps a form of secret balloting should be considered with a daily public tally being posted OR one tally at the end. one form of secret balloting that i'm thinking of is that using a password known to the voter which is published as a separate list in the tally with a separate list of the voters... in other words the tally of votes, the list of voters and the list of secret words (used in the subject line of the ballot message) where neither list of voters or passwords is in any specific order.
