that doesn't make it bogus... the '+' is simply not required in the FTN spec of TZUTC for positive offsets... i suppose you'll next be saying that the TLE (Two Line Element) format of satellite tracking data is also bogus since it doesn't require a '+' for positive numbers??

what do you mean "not correcting for DST"?? TZUTC doesn't correct for DST... it only states the offset from UTC/GMT... if a system's TZUTC has to be manually set, then your argument is with the operator of that system... not the spec...
