that goes much deeper than i've ever understood it to go... if i were to fly the ENC flag, it would simply mean that my system would pass the mail on, period... that does mean that i might have some sort of mechanism in place to determine if the message is encoded in some manner but it doesn't mean that i have to have such...
perhaps you have more official documentation concerning this flag and its brethern than what the FTSC has???
