there is no such thing... there are some individuals pushing their own agendas, though... the method of quoting messages is one of those agendas... another one is reflowing quoted material... don't worry about it... just do your thing and get on with it ;)

not sure about that... in the past they were posted to the NET_DEV echo for discussion and collaboration... then they were either sent to the FTSC chair for posting to the FTSC's private area for discussion and consideration or someone in the FTSC would forward them to the FTSC's private area... there is no hard and fast rule about this and there never has been...
