If it's missing, then that must mean that there is no vote for that candidate, up or down. It's known in the real world as an abstention.

In some regions, the vote is 2/3 of the inhabitants that are interested enough to concur on a vote. In R19's version, we had 3 members who urged the vote that the R19 eventually posted...Don't forget: you pay for what you get...
