This election was a farce from the beginning and there should be a re-do with a neutral volunteer EC who can read the rules and implement them on the fly, without any prejudice towards any one person or zone.
Allowing a candidate to publically harrass the voters and dictate to the EC how the election votes should be counted is also not kosher...Not to mention that in doing so only adds to the "chatter" after the Moderator and/or EC called upon everyone to keep it out of the echo.
