If memory serves me that section refers to things other then FTSC. As well, Elections are held in some areas, but not all. Also, the *C above the one being elected has the option of accepting the winning candidate or not. Nowhere in policy does it state (s)he MUST accept the winning candidate. This is where technical grounds come into play, or sometimes where personal feelings come into play.
