Foremost, he should try to fix things that are actually broken. CHRS and TZUTC are not (although CHRS is slightly overengineered, but does the job).
For Fido, I see other problems like privacy/security and even message length where the existing technology really is not state of the art. Also, use of MIME etc. comes to mind when it comes to message content. But given the current state of Fido, I do not think that there will be any substatial technology changes at all. Also, because they are more likely to drive people away than to attract new users.
On the other hand, even the two-digit date is not pressing at all. If Fido still exists when that becomes relevant ...
