Exactly! The FTSC documents what's standard and does neither update nodelists, nor change established standards to brake tons of FTS software. If you like to have a new method for timezones and character sets, please write a FSP and convince several authors to implement it. And make sure it's compatible with current standards. After that the FSP could become a FTS.
