My approach is similar and might be another idea for a FTS BCP. I've got VMs with FTS systems and a local OtherNet for testing. That way I can test FTS software and also things like OS upgrades without causing too much trouble in the real world.

Maybe they don't understand the purpose of a testlab? Basically there's no excuse for not doing that, since you get PCs for little money and VM solutions for free. And for marketing purposes you could call that a test cloud ;)
