More precisely, the individual must be nodelisted. (s)he is not a node, but only runs one ;-).

The only BBSuser who can be a candidate is the Nodelisted SysOp hemself ;-). And if that SysOp is a BlueWave user or Point (other than Zero), (s)he may be a candidate too, indeed only if nodelisted.
