(I now notice this duplicate sending has been going on since 1 Jun.)
Possibly your dupe checker or the one at your feed, doesn't use the MSGID and Date for it's dupe checking, since the message content, and most of the header are identical every time. But then you would have the same problem with echo rule messages in other areas too!
