You only need makenl_ng if you are a part of the chain, that generates the full nodelist. Depending on the customs in your zone/region/net, this can is mostly done by NC's, RC's and ZC's. In small regions the NC's will probably not be involved. Another reason to use makenl_ng is if you are involved in multiple networks and your software can only handle one nodelist. Makenl allows you to merge nodelists into one.
I have no function in the preparation of the nodelist, so I am only a interested en pushy bystander. I do/did a lot of testing on the software.
