I think he means one can not specify both an IPv6 and an IPv4 number this way. But if that is what he means, he is wrong, one can use two IBN flags, one for IPv6 and one for IPv4.

And maybe clever implementations could also deal with:

IBN:[1:2:3:4::8]:1.2.3.4:24555

But that would be out of specs per FTS-5001
