I think that is asking too much. The AllowUnpub option in MakeNl_NG will soon have its 10th birthday. All ZCs have installed the new makenl in the meantime. Over a year ago! All they have to do is flip the switch. There is no need to wait for all the lower levels. MakeNl_NG will process old style nodelists received from the lower levels without problems.
I have to say as a personal note that I admire the patience of the developers. They just keep on going improving the product while the ZCs have promised to go for it, but just keep coming up with excuses to stall...
