What will indeed never happen is that ALL move to UTF-8. But you forget that UTF-8 is compatible with ASCII only.

No, what will happen is that SOME will not change and others will. Those who will not change can just continue to read the messages of those that write in ASCII only and they can continue to write in ASCII only and those messages will be readable by everyone. Those who want or need more can make the step to upgrade their systems. I am sure some, if not many, will eventually.

Some times it does, some times it doesn't. My 21st century Renault Megane with ABS, build in Navi, computer controlled motor management and what else, can still be driven on the same roads as my 1965 FIAT 500.
But it won't run on the same fuel. The 1960s leaded fuel will ruin it. But that's no problem. Unleaded fuel is all that is sold at the pump these days..
UTF-8 and 7 bit only can co-exist and so they will.
