Not really. If there is only one protocol flag, not using the INA flag is shorter and therefore recommended.
The INA flag was proposed to avoid having to repeat the host name for each protocol flag when more than one is present. In the past it caused propblems with lines that were too long for the old MakeNl.
Other than that, in the orignal proposal, the INA flag had to be listed before the protocol flags. That is easier on the parsers. Too many nodelist clerk's ignoed that, so it was not copied into the standard.
