There are no nominating committees at present, but the FTSC and/or ZCC may decide to set-up one and seek candidates.
This was done for the first time the previous election to attract competent technical people and move away from the political or incompetent nominations which occured for no other reason "because I can".
This was pretty successful with 3 competent developers being elected and zero trash.
