You finally really got it. Let us practice a bit:
10 yes, 12 no -> no 8 yes, 5 no -> yes 0 yes, 1 no -> no

Yes means, the region thinks, that the candidate should be taken. No means , the candidate is deemed unfit, and should NOT be taken. Anstain means, the region does not have an oppinion, so it does say nothing with regards to that candidate, but says yes or no to others (maybe).
Because nobody thought the candidate was good, and 1 region thought he/she was not good. So NO.
