Actually Dan, the later voting is evidence the region was actually surveyed for
votes.  It's the ones who voted right away, that are questionable on surveying
their nets.  I'll have to go back and look, but pretty sure it was over 10 in
R13 on the tally Mike posted in our R13 sysop echo.
