No on all questions. And no, it's not compliant with EU regulations. But what does the Swedish government (still majority owner of Telia) care?
We have everything in the ground here, prepared for cable and fibre, since more than four years ago. But still the copper wires are crossing our properties in the air, and the copper and fibre tubes are still empty.

Nah, I know the difference. I haven't used the default DNS provider for 15 years for outgoing connections. I use Google and OpenDNS.

I know. But somewhere along the line felten.yi.org seems to end up with my Telia DNS for incoming calls. And I don't think yi.org is to blame.
