possible windows have dual stacked policy of ipv4 and or ipv6 first, in linux this handled in /etc/gai.conf, if there is similary of this on windows there is a sligt possible of it will connect via ipv4 first :)
to test this so is to disable ipv4 so it can only connect out via ipv6, but hopefully there is better solution on windows in terms of this
