Please run the following cmd to check if privacy extensions are enabled:

cat /proc/sys/net/ipv6/conf/eth0/use_tempaddr

(replace eth0 with the interface used)

        Preference for Privacy Extensions (RFC3041).
          <= 0 : disable Privacy Extensions
          == 1 : enable Privacy Extensions, but prefer public
                 addresses over temporary addresses.
          >  1 : enable Privacy Extensions and prefer temporary
                 addresses over public addresses.

When you enable PE you'll get two addresses for each prefix. The first one is the automatic one based on the MAC. And the second one is the random one. There are also some timers which can be adjusted to optimize the handling of the address changes.
