+0000 is the correct way of specifying the UTC timezone!
Look at RFC2822 paragraph 3.3. RFC2822 obsoletes RFC822, RFC822 is mentioned in FTS-1026.001 (the Binkp specification), as the way to format the M_NUL TIME line that a binkp compatibel mailer should use.
