From 'man ip-token'
ip token set - set an interface token set the interface token to the kernel. Once a token is set, it cannot be removed from the interface, only overwritten.
From this I gather, that the value is set in the active kernel, not in the image file. So you will have to set the value with your init scripts.
In my privious message I showed how it can be done on a debian like system.
