As I wrote in my Fidonews article earlier this week, for all practical purposes they are out. They alread had to say "no" to seomeone asking for a bigger block that a /23. Actually they do not refuse such application, they are put on the wating list.
RIPE has a different policy for issuing space from their last /8. LIR's can only get ONE /22, under the condition that they have already applied for IPv6 space.
