I can't rule it out, but I very much doubt this is IPv6 related. A delay can occur when a cleint thinks it has IPv6 andtries to make a connetction tio an IPv6 capable server and the connection fails because the client does not actually have an IPv6 connection.
But that would cause a timeout, not a password error. I suspect this is a configuration error on Bob's system, but without more infromation, we can only guess.
Kees' suggestion of forcing the mailer to make an IPv4 connection by adding -4 is a good suggestion to rule out an IPv6 related problem.
