I don't know. Some mailers like Frontdoor and Intermail have the option of user configurable flags. When I still used InterMail, I could configure it to never call out to nodes flying the INO4 flag. In the case of INO4 only usefull in combination with a shim to let it do EMSI over telnet. Maybe MBSE can deal with it. I do not know.
Of course if the nodelist does not show the flag, mailer builders will have no reason to implement it in their software. Chicken and egg...
Plus that mailers are not the only ones reading the nodelist. The nodelist statistics as published every week in Fidonews, include the INO4 flag. The nodelist lookup function of Golded also displays it.
