I disagree. "Dumb mailers" will try to keep connecting as explained in the justification for the flag in FRL1038.001 section 2.
Binkd when on an IPv4 connection, will keep trying to connect to 2:221/10 until the sysop or other software intervenes. Binkd is not smart enough to realize that 221/10 is an IPv6 only node and that it can never connect via an IPv4 only connection. The INO4 flag is still usefull in this case as it allows more intelligent agents to avoid or remdy the above situation.
