Unfortunately your country is not the only where the ISPs are tantalizingly slow in introducing IPv6. With Belgium as an exception, it is not much better here in Europe. :-( Oddly enough the US and Canada are leading in IPv6 adoption. While ARIN, the RIR serving Northern America was the last to run out of IPv4. Two years ago. APNIC, the RIR serving your area ran out six years ago and RIPE five years ago.
