Of course. But I find it hard to put a timeline on it. Mobile devices seldom host servers, so the demand for incoming capability will not be as large as for fixed connections. 99.9% of mobile cutomers can live with CGNAT IPv4 only I guess.

We will. The WiFi on the camping here has just been totally replaced. It is brand new. But although the ISP (Belgacom) that privides the connection, offers IPv6, the WiFI is IPv4 only and since it is brand nes, I do not expect it to be replaced in the coming five years.
