Because 99.9% of the mobile customers can do everything they want from behind an IPv4 only CGNAT.
But then... IP cameras and other "domotics" are gaining ground. So people on the move will be able to access their camera to see who is parking on their driveway. And when they have DS-Lite at home, and they don't want to have all their data uploaded to a server in the cloud, they will need IPv6 when on the move.
And that will put pressure on both the mobile providers and the owners of hotels and campings that offer WiFi to their guests.
