I agree ... but in the end it boils down to a cost/benefit analysis for the ISPs.
And as long as they do not see decline in paying customers, and they would need to invest money because of some crazy geeks, ISP management will be reluctant to do so.

Speaking up to the government is important.
Speaking out to the ISP can only be done on a monetary basis (at least that is what I have experienced)

I was visiting the IPv6 TaskForce events in Austria in 2006.

The goal was to do lobbying for IPv6, the results were not visible.

I am sorry ... bit I am disillusioned ...
The IPv6TF head was the CTO of a big ISP ... the same ISP is still not offering residential IPv6.
Currently I am quit sure that real change will only come when "normal" people demand IPv6.
When they feel the pain, and make the ISP also feel the pain EN MASSE.
