Most routers offer stateless autoconfiguration - they advertise the prefix and
the devices themselves work out their own IPv6 addresses within that prefix, so
there's nothing to configure in the router.

Yes, modern OSs allow you to allocate a static IPv6 address.  I've done it in
both Windows and Linux.

You're using Windows, so you'll need to go to the properties for the network
adapter, click on the IPv6 item in the list, then click the properties button,
which will open a dialog box that will allow you to manually configure an IPv6
address and DNS servers.
